Data Set Name: 

Maori Freehold Land Titles – GIS Layer

Data Set Abstract: 

A data set of Maori freehold land titles (under trust) in the Waikato region.

Content of Data Set: 

The data set only contains parcels of Maori freehold land within the Waikato region that Tai-Ranga Whenua of the Waikato Regional Council (WRC) has been notified about/asked to digitise by iwi and/or hapu. For this reason the data set is not complete and may evolve regularly.

Created by WRC; Tai-Ranga Whenua obtained the whereabouts of Maori freehold land from iwi and/or hapu, which has then been digitised in-house.

3.        Spatial Information

Geographic Extent:   

The scope of this data set is of the entire Waikato region.

Projection and Co-ordinates: 

New Zealand Transverse Mercator: NZ Geodetic Datum 2000 (NZTM).

Positional Accuracy:  

The positional accuracy of the data is highly dependent on the CRS parcel data (for property lots under Maori freehold title) and the various corporate layers that have been digitised from the topo250 and topo50 map series (for other features such as lake and river beds under Maori freehold title).

4.        Data Acquisition History

Period and Frequency of Record:   

This data set was created 18 December 2012.

Data Acquisition Method(s):   

The data are provided as either legal documentation outlining the areas under Maori freehold title and/or as visualisations depicting the areas under Maori Freehold title. This data is then used to identify the correct parcel(s) in the CRS parcel layer to be digitised. The geometry of any other feature(s) is obtained through the use of layers digitised from the topo250 and topo50 map series. The geometries of the appropriate features are copied, titles are merged together, and the attribute table is filled out accordingly.

5.        Data Quality Information

Data Quality:

Data quality is high as documentation used as evidence of Maori freehold land titles is issued under the Land Transfer Act 1952. Additionally, positional accuracy is high for any CRS parcels that are freehold land. Positional accuracy is less accurate for other features classified as Maori freehold land.

Attribute Accuracy:

Attribute accuracy is excellent as documentation used as evidence of Maori freehold land titles is issued under the Land Transfer Act 1952 (legal documentation).

Attributes:

Main attributes to use:

NAME = name of the trust.

TRUST_TYPE = trust is one of the following; ahu whenua, whenua topu, whanau, putea, kai tiaki.

LEGAL_DESC = the legal description of the area under Maori freehold title.

PARCEL_PRIME =number derived from CRS parcel layer; ID1 field. This field is used to link the parcel ID of the largest parcel within a single Maori freehold title with the ID1 field of GIS_ALL.CRS_PARCEL_*.

PARCEL_ADDITIONAL = any additional parcel ID’s covered under a single Maori freehold title. Need arises when a Maori freehold title extends over multiple property parcels.

AREA_SQM = total area of Maori freehold title in square metres.

Completeness: 

This data set is not complete and will be constantly updated at irregular intervals. Updates to this data set will occur as and when iwi and/or hapu decide to hand over information to WRC.

Logical Consistency: 

Attribution is consistent with that of the released legal documentation. Geometries and locations are consistent with that of CRS parcels, and layers digitised using the topo250 and topo50 map series.

6.        Distribution Information

Data Form: 

The data can be provided as hard or soft copy customised GIS map outputs at a range of scales.

Digital Format:   

Stored as a layer in WRC’s GIS/Oracle database.

Applications:   

This data set has been developed to keep a running record of Maori freehold land titles within the Waikato region.

Data Set Availability:  

This data is owned by WRC and is intended for internal use. External distribution of this data set, including hardcopies, to third parties is prohibited expect under the expressed permission of Tai-Ranga Whenua or any enquirers can be referred to all public web links as below. Data Status: 

Incomplete; last update occurred 18 January 2012. Data will be updated if and when iwi and/or hapu provide WRC with documentation outlining the existence of Maori freehold land titles within the Waikato region.
