APPENDIX II: Decision-Making Criteria and Considerations

General

  1. The extent to which the activity has a functional need to be located in the CMA.
  2. Whether practicable alternatives existing outside the CMA have been given serious consideration.
  3. Identified iwi concerns and measures proposed to avoid, remedy or mitigate any adverse effects.
  4. The extent to which the activity adversely affects any values identified in any area of significant conservation value.
  5. The adverse effects of the activity on natural character, amenity, and cultural values.
  6. The extent to which the activity will have flow-on adverse effects to neighbouring and distant coastal flora, fauna (including fish and shellfish), habitats and features.
  7. The extent to which the activity adversely affects landscapes, seascapes and landforms, including:
    1. significant representative examples of each landform which provide the variety in the Region
    2. visually or scientifically significant geological features and
    3. the collective characteristics which give the coastal environment its natural character including wild and scenic areas.
  8. The extent to which the activity will affect significant heritage sites or areas of historic and cultural significance.
  9. The extent to which the activity will affect and be affected by coastal processes (including natural hazards, erosion, and inundation).
  10. The extent to which the activity will affect water quality.
  11. The extent to which the activity will affect navigation safety.
  12. The extent to which the public will benefit from the activity.
  13. The extent to which the activity may give rise to effects above Mean High Water Springs, or have implications for land-based issues.
  14. The cumulative adverse effects the activity may have on the CMA.
  15. The extent to which the proposal contributes to sprawling or sporadic use or development.
  16. In relation to a heritage resource, the extent to which the principles under the ICOMOS NZ Charter have been considered1.
  17. The extent to which the activity affects or is compatible with land and areas administered by the Department of Conservation (Waikato Conservation Management Strategy, Volume II: Inventory of land Managed by the Department of Conservation, 1996), or which are proposed for protection.
  18. The extent to which any application for:
    1. reclamations
    2. the removal of sand, shingle, shell or other natural materials, and
    3. rights to occupy

    clearly demonstrates the lack of any other available alternatives and the reasons for the proposed choice.

  19. The extent to which the occupation of space by a marina basin will adversely affect the recreational values of other users of the CMA.
  20. Effects on tourism.
